（中央社記者唐佩君台北4日電）外交部表示，韓國首爾因MERS疫情擴散，旅遊警示燈號調高至「黃色」，旅客若遇消費爭議，可向中華民國旅行業品質保障協會或交通部觀光局申訴。

韓國「中東呼吸綜合症候群冠狀病毒感染症」（MERS-CoV）疫情擴散，外交部昨天把首都首爾（含京畿道）旅遊警示燈號調高至「黃色」，意即應特別注意旅遊安全並檢討應否前往，但韓國其它地區仍維持「灰色」旅警。

據媒體今天報導旅客信心隨疫情「崩盤」，有旅客要求全額退費遭拒，嗆業者「我只要出去被感染，你（業者）就負責任。」

外交部說明，旅遊警示是提供民眾出國旅行的參考性質建議，與國外旅遊定型化契約條款適用並無必然關係，也沒有強制拘束力，民眾若遇旅遊消費爭議而無法解決時，可向中華民國旅行業品質保障協會或交通部觀光局申訴，請求安排調處。

此外，針對近期赴韓旅遊或洽商民眾，外交部再次提醒前往要注意個人衛生、呼吸道防護及手部清潔，且若非醫療必要請避免前往醫療院所，以避免感染，若遭遇緊急情況需要協助，請聯繫駐韓國代表處。1040604
